R3 carbon cost will be higher than thought

The carbon cost of R3 will be higher than projected by the Government, which impacts on the economic benefit equation.

A new method for calculating the ‘shadow carbon’ cost of major developments would come up with a higher figure than that used when the Government made its choice in favour of the third runway development. This carbon cost – effectively the cost of mitigating the negative environmental effects – is subtracted from the estimated positive economic effects to produce a nett positive (or negative) figure.

Even given the increase in the carbon cost, the nett economic effect of a third runway is still positive, says the report in the Evening Standard.
