The new facility will be built on the site of the Heston Pool and will include a 25m main pool, a learner pool, health suites, a 100-station gym, two dance studios, a cafe and soft play facilities.
The ageing Heston Pool, which has been in a poor condition for a number of years, will be demolished to make way for the new development, and the scouts currently using a hut on the site will be moved to a new home next to the new leisure centre.
Cllr Ajmer Grewal, cabinet member for leisure and public health at the council, said: “The current leisure centre was built in the 1930s and is in need of new equipment and redevelopment, as it is no longer cost-effective and unable to compete with more modern centres.
“As well as the new leisure centre, the scheme will also improve Heston Park and the play area for local families, giving local people facilities they can be proud of.”
The plans include improvement to, and better links with, Heston Park and a revamp of outdoor play areas near to the fairground site. New third generation outdoor floodlit sports pitches will also be installed to provide better facilities for local people and teams. The scheme will also include external landscaping and new car parking facilities.
The scheme is being funded through the sale of nearby land for residential development which included 88 new affordable homes for local families.
Heston Pool will close on 14 February. The new centre is expected to open in November 2015.
